What Is the SJDB Voucher? Supplemental Job Displacement Benefits After a Permanent Disability

If you were injured in California and now have a permanent disability, your disability rating isn’t the only thing that affects your benefits. You might also qualify for a Supplemental Job Displacement Benefit (SJDB) voucher. This voucher lets injured workers retrain and learn new skill, hopefully to allow you to find a different line of work if you can’t go back to your old job because of the permanent injury.

What Exactly Is the SJDB Voucher?

The Supplemental Job Displacement Benefit is a non-transferable, education-based voucher worth up to $6,000. It is available to injured workers who:

  • Have a permanent disability, and
  • Cannot return to their old job because their employer cannot offer regular, modified, or alternative work within 60 days of receiving the doctor’s work restrictions.

If your employer cannot bring you back, even with accommodations, you are entitled to the voucher. You do not need to prove fault, and you do not need to show that you’re unemployed. Eligibility is based solely on whether your employer can offer medically appropriate work.

What the SJDB Voucher Can Pay For

The voucher is designed to help you train for a new career. It can be used for:

  • Tuition at approved schools
  • Books and training materials
  • Licensing and certification fees
  • Tools required for training programs
  • Vocational counseling
  • Computer equipment (up to a set limit)

California maintains a list of approved training providers, including community colleges, trade schools, and accredited vocational programs. You can choose the program that fits your goals. 

How You Receive the Voucher

The process begins after your doctor declares you Permanent and Stationary (P&S) or at Maximum Medical Improvement (MMI). At that point:

  1. Your doctor issues permanent work restrictions.
  2. Your employer has 60 days to offer regular, modified, or alternative work.
  3. If no suitable job is offered, the insurance company must issue the SJDB voucher.

The voucher typically arrives as a formal document called a Notice of Offer of Supplemental Job Displacement Benefits. Keep this paperwork, as you’ll need it to enroll in training programs.

What Happens If Your Employer Offers Modified Work?

If your employer offers work that meets all legal requirements, you will not receive the voucher.

However, many employers offer work that does not meet the legal standard. If the job:

  • Violates your medical restrictions
  • Reduces your wages
  • Is temporary or inconsistent
  • Is not actually available

You may still qualify for the voucher. Document everything and consult a workers’ comp attorney if the offer seems questionable.

The Return-to-Work Supplement Program (RTWSP)

If you receive an SJDB voucher, you may also qualify for an additional $5,000 payment through the Return-to-Work Supplement Program. This is a separate benefit administered by the state.

To receive it, you must:

  • Have an SJDB voucher, and
  • Apply online through the Department of Industrial Relations portal

The deadline is strict: one year from the date your voucher was issued. Missing this deadline means losing the $5,000 entirely.
